Big ol' building.

Should there be a huge friggin' building which has like... awesome stuff at top, but is so huge and filled with zombies, that it's extremely infuriating?

Yeah, that's pretty cool. I dunno about having to design the ENTIRE building, though, but it's a really good idea. Like, the top floor was a makeshift armory for the army before the tower was overrun by zombies.

That could work.

I mean it has to be HUGE, though...

Like, really annoying.

It could perhaps have a radio, to give you directions out?

Oh, I thought you meant there'd just be a building that you fought your way to the top of. Yeah, I guess that'd work, as it's own map.

I was thinking about something like this as well. My solution was we only gave players access to a few floors via an elevator.

It reminds me of Fallout 3 there would be like big prizes (such as a new gun) but there where impossible army guarding it

Well, I was picturing it being a seperate map, where we create as much of the building as possible, and have it just swarmed with zombies. Have them all be fresh, too. You could fight your way up and to the armory, where you would have to survive the way to the bottom with enough supplies for the trip to have been beneficial (like, you're a group of survivors desperate for supplies, and this is your last option).
